The Village prepares an annual budget, which is a schedule of the Village’s revenue from taxes and other sources and a work plan of what the Village intends to spend during the year. The Village balances these numbers, much like a household balances its checkbook.
The budget process begins in November/December of each year when Village departments begin reviewing their revenue and expenses and prepare requests for the Village Administrator and Treasurer to review. Staff meets and assembles a budget recommendation which is then presented to the Village Board of Trustees Finance Committee. The Village Finance Committee meets in late February and early March to review and revise the proposed budget. The revisions from the Finance Committee are incorporated into the draft budget, which is made available for public review in compliance with Illinois State Statute. The Board of Trustees holds a public hearing on the first Monday in April for public comment on the proposed budget and formally adopts the budget no later than April 30. The new fiscal year begins May 1.
Beginning in FY2027, the Village of New Baden has made it a focus to upgrade its budget and make it more accessible and understandable by elected officials and the general public alike. A new narrative style budget has been created to help explain Village revenues and expenses, projects, and general operations. Interested parties now have the option of reading the narrative style or just reviewing the standard spreadsheet format. A “Budget in Brief” one page newsletter has also been created to help increase public education about the Village budget and the projects being undertaken each year. This “Budget in Brief” is also distributed on Village social media for broader reach prior to the public hearing for the budget in April.
If you have any question about these budget documents, please do not hesitate to reach out to the Village Administrator or Village Treasurer/Accounting Manager.
